[TCP Previous segment not captured] I can ping rocket prism but can't access web gui?

The Rocket Prism has been tested on other machines and they have no issue accessing the web gui. But this particular machine can not access it but icmp works. It has a vlan tag and is going though a USB to ethernet adapter. Has been tested on multiple browsers, fresh install of Windows, and different ethernet adapters(adapters support VLAN tagging, confirmed on other Windows machines).

At this point I am out of ideas since this is the only machine that cannot access the web gui and I need help reading the wireshark data. Any advice/tips would be helpful!
